From Sweet Home to Happy Housing

Remember Bogeumjari ("Sweet Home")? LEE Myung-bak's government decided to bite into Seoul's remaining green sanctuaries to build homes for the underpriviledged - behind the noble alibi, an environmental, urban, economic, and social nonsense (see "Tighten your greenbelt").

The PARK Geun-hye government tries another concept: Haengbok Jutaek ("Happy Housing"). The idea is to improve existing neighborhoods, promote social mixity, and - hopefully - develop a more sustainable story while building 10,000 new units to rent for households in the need.

How to find affordable land on more central areas? By covering railway tracks and reservoir facilities, for instance, like at Oryu-dong Station (Guro-gu), or Gajwa Station (Namgajwa-dong, Seodaemun-gu). It confirms recent declarations about covering railways across Seoul, something the DMC would badly need to improve the urban continuity with Susaek-dong and Eunpyeong-gu.

I don't know how if the "University Student Town" planned over Gajwa Station (Gyeongui Line) will replace or compete with a similar project in Hongje, also in Seodaemun, also targeting students from the 5 nearby universities (see "Along Hongjecheon, my way or the highway"):

Overall, 6 neighborhoods have been selected in Seoul*, plus one in Ansan, where the story will be about multicultural dialog (in Gojan-dong, Danwon-gu, with a focus on foreign workers). The final list will be confirmed in July, and authorizations signed by the end of the year. Other regions might follow.

Anyway, "Sweet Home" or "Happy Housing", it still doesn't look like a little house on the Seoul prairie...

Neighborhood watch

Did you know that Yeonhui-dong area was seriously considered by Jeoson dynasty founders for their new capital (nowadays Seoul)? They eventually chose Bugaksan instead of Ansan because the place could be defended more easily, but Sinchon owes its name (new village) to that period, and King Sejong loved the place so much he built a palace for his father. Unfortunately, nothing remains of it and no one knows where Yeonhuigung was precisely erected. I guess somewhere along what is now Yeonhui-ro, not far from Yeonhuimat-gil, where a streamlet used to flow a few decades ago: according to feng shui, you had to have a 'ying' mountain behind you, and a 'yang' river below.

Anyway. It was then said that some day, kings would live here. And it turns out that two former presidents have a residence in Yeonhui-dong (Chun Doo-hwan and Roh Tae-woo), and that former president Kim Dae-jung used to live just a few blocks away, in Donggyo-dong (and to shop at Saruga, then the country's first supermarket). Note that Chun and Roh share ROK army backgrounds, and that land was granted to high ranking officers in the area following the Korean War: fierce combats raged in Yeonhui-dong around Hill 104, a strategic position, and a gateway to the Capital.

These days, Roh Tae-woo is very ill and Chun Doo-hwan seldom leaves home. As is the custom for former presidents, their residences are heavily guarded, and you can tell when a big fish is visiting by the insigna of the people waiting outside. Guards have to live in the vicinity, and a whistleblower recently revealed that the crew in charge of protecting Chun used, free of charge, a building within the Seoul Art Space Yeonhui* domain (next to his residence), and that the contract would expire on April 30th.

Last year, Seoul Mayor Park Won-soon received a welcomed last minute boost for his election when a scandal broke out regarding the future personal protection of President Lee Myung-bak (suspicious land acquisitions for his retirement place and security facilities). In this even bigger election year, chances are he won't renew a contract that ensures for free, in the most charming public residence for writers, the protection of a former dictator.

Riverside bicycle road extended to Hanam

On March 31, the bike road following the Southern riverside of Hangang will by prolonged Eastwards by a new 13.5 km section, completing a 49.3 km-long Goyang*-Seoul-Hanam stretch.

The new section starts from Gwangnaru recreational park (광나루 유원지) in Gwangjin-gu, passes by Amsa-dong, Gangdong-gu (famous for its prehistoric site), and reaches the Paldang Bridge (팔당대교) in Hanam.

At that bridge, you are at the feet of two mountains : Duribong (566 m) in Hanam, and Yebongsan (679 m) in Namyangju on the other side of the river. So far, these hulky patches of green have kept urban development at bay, and I hope the Gwangju-Seongnam-Hanam merger** will not ruin this area.

From this new terminus, the bike lane may continue upstream towards the Paldan Dam and beyond Yangpyeong area, a very touristic spot. It could also connect to Namyangju city, right across the bridge.

But for the moment, Gyeonggi-do has already a lot of fish to fry. The province has invested KRW 70 bn in bicycle infrastructures since 2007, and 5 other projects are about to be completed, totalling 27.1 km :
. 5.6 km in Ansan : Sihwa Industrial Complex - Seonggok-dong
. 9 km in Gimpo : Han-gang New Town - Unyang Samgeori
. 2 km in Pyeongtaek : Songbuk-dong (Ojwa Samgeori) - Seojeong-dong (Bokchang Overpass)
. 6.5 km in Dongducheon : Bosan Station - Habongam-dong
. 4.0 km in Yeoncheon-gun : Dosin-ri (Sinseo-myeon) - Yeoncheon Bridge

Of course, Gyeonggi-do (over 10,000 square kilometers) will never have a network as dense as Seoul (605 sqkm, already 10 times more bicycle infrastructures), but that's a beginning.

Of course, this is by no means a network : Ansan is far (Southwest of Seoul) and Pyeongtaek even further. But the Gimpo New Town segment may eventually join the Goyang end of the Seoul lane... and with some imagination, the last two segments almost seem to be heading towards the Peace Bicycle Nuri Road** : the Jungnangcheon bike lane in Northeast Seoul already goes along Nowon-gu and towards Uijeongbu between Bukhansan and Seoraksan, why not continue in the same direction, straight to the North ? After Uijeongbu come Yangju, Dongducheon, Yeoncheon, Chorwon... and the DMZ.

Universal Studios Korea in Hwaseong

Universal Parks and Resorts will open its sixth and biggest park in Songsan Green City (Songsan-myeon, Hwaseong, Gyeonggi-do), just opposite China and South of Incheon, its international airport closer than ever since the opening of the new bridge.

As usually the case in such projects, the theme park is only part of a huge real estate project, complete with golf, hotels, outlets, and condos. But 4.3 M square meters is really massive. There will be a water park and a CityWalk similar to the Universal Studios Hollywood concept. Steven Spielberg will apply his own label, very much the Jack Nicklaus way (his version of "War of the Worlds" has a spot in USH as well).

Construction starts in March and the park should be inaugurated in 2014, two years behind the initial schedule (announced in 2007), and one after the Marvel Entertainment theme park planned in Busan (see "Beefing up Korea").

Along with its partners Lotte Group (26.7% via Lotte Asset Development) and POSCO Engineering & Construction (24.4%), Universal's Korean unit USKOR & Associates Co. added a dozen investors to the financing pool. The project is expected to cost USD 2.7 bn and the initial capital to reach USD 400 M. Not necessarily direct foreign investment, but a potential magnet for the whole region.

Highway 15 is bound to bring the bulk of the traffic from Incheon and Seoul, but the Sihwa sea dike may see part of the flow reach Songsan via Ansan and Daebudo. Southwestern Gyeonggi-do tourism should get a big boost, so let's hope seashores and nice areas will be preserved. Local authorities should watch for over development, and preserve the identity of the area beyond the park to really make a difference.

It's good for business to open such a franchise, but it's better if visitors can tell this difference from Hollywood, Orlando, Osaka, Dubai or Singapore.
