After OH Se-hoon's Hangang Renaissance, Who In 2022?

If both Seoul and Busan delivered landslide victories to PPP candidates, yesterday's by-elections were less a conservative triumph than a crushing defeat for the ruling party, and a double-edged sword win for moderates between two much more consequential votes.

Here's the score:

  • Busan: PARK Hyun-joon (PPP) 63% - KIM Young-choon (DP) 34%
  • Seoul: OH Se-hoon (PPP) 57.5% - PARK Young-sun (DP) 39%
  • Both winners claimed 100% of the districts*.

PARK and OH offered rather humble acceptance speeches out of respect for the context and the expectations of voters, but also in sharp contrast with the ruling party who, last year, interpreted their landslide win at the 2020 legislative elections as, instead of a referendum on the handling of the pandemic, an absolute mandate for the very reforms that, under normal circumstances, should have led to their defeat:

  • They not only kept undermining the separation of powers in the name of justice reform, but prolonged the CHO Kuk scandals with the CHOO Mi-ae and YOO Mee-yang scandals... They even managed to create, all by themselves, their strongest presidential challenger to date: YOON Suk-yeol.
  • They not only pushed even further suicidal real estate reforms that kept crushing the middle class and leading have-nots to have even less, but also got entangled in the LH scandals.

No wonder even the inept, irrelevant PPP could defeat this embarrassing crew. Yet conservatives shouldn't make the same mistake as the DP, and believe or claim that conservatism won. It's a democratic, centrist alliance that made all the difference. And what Korea wants, what Korea needs now is neither an ideological, stubborn conservative rule, nor a ideological, stubborn left, but a pragmatic, moderate, centrist, uniting leadership**. 

Actually, conservatives lost the PPP primaries when center-right OH Se-hoon defeated NA Kyung-won. And the pact OH cemented with AHN Cheol-soo (who won the centrist primaries against  KEUM Tae-sup) worked perfectly: they wrapped up their poll-based primaries right on time, and campaigned together in a rare display of political fair play.

When announced the winner yesterday on TV, OH Se-hoon was obviously very moved, and remained seated for a few seconds. Probably thinking about the miscalculation that cost him his job ten years ago, when he put it in the balance for an unnecessary referendum on school lunches (ironically, the left won by campaigning against a measure of social justice usually pushed by socialist parties - only the rich pay for it)***. Maybe remembering his exile in Kingali and Lima, his failed political return five years ago (see "OH Se-hoon returns... but did he ever leave?").  Certainly reflecting about how, just weeks ago, he was still an underdog...

Now OH looks ideally positioned for the 2027 presidential elections, except for the fact that he is once more facing a hostile majority at the Seoul metropolitan council. He only won the job for 15 months (the remainder of PARK Won-soon's mandate), and will have to campaign again next year with little chance to bring significant change in between: even before the elections, LEE Nak-yon let everybody know that his party would obstruct his every move... LEE's dumb statement immediately backfired but anyway, after yesterday's debacle, the ruling party's former front-runner doesn't stand any chance for 2022's main prize: Cheong Wa Dae.

Who will win next year's presidential elections? 

If the PPP learns the lessons from Seoul, they will try to further evolve, and build a big tent reaching for the center and YOON Suk-yeol, whom AHN Cheol-soo has already been rooting for. A PPP momentum means less room for a fully independent candidate. I'm not sure the former top prosecutor will want to run, but this liberal certainly won't do it under a very conservative banner.

The ruling party will probably try to perform some cosmetic changes and bring new faces, but they have to abandon the anti-democracy path they've chosen recently, and preferably with a better candidate than a Trump-style populist like LEE Jae-myung. He could win, but then Korea would lose.

Whatever The Future brings, this being Korea, we shall be hearing some more about real estate during the campaign...

* Beyond Seoul's 25 'gu', OH even won every single 'dong' / neighborhood, except 3:

  • Seongsan 1-dong (Mapo-gu) by 168 votes
  • Hwagok 8-dong (Gangseo-gu) by 309 votes
  • Guro 3-dong (Guro-gu) by 863 votes. 

** I should add 'inclusive', because that's also what Korea needs. But not yet what Korea wants. OH Tae-yang, the first openly LGBT candidate for Seoul mayor, finished 9th out of 12 with 6,483 votes (0.13%). That's a first step, but Korean politics remain overwhelmingly homophobic.

All options on the table

Many Korean correspondents in DC have recently shared their highest fears ever over risks of war in the Peninsula, and we can only hope that Donald TRUMP's new envoy to Korea, USS Carl Vinson, won't have to grow more talkative than 'Elusivarus Rex' Rex TILLERSON...

On one hand, it's scary enough to see this short-fused POTUS pull out a new deadly toy in the region just days after striking Syria...

... On the other hand, the US can't find comfort in the fact that the DPRK's ICBMs needs some more time to reach its mainland: KIM Jong-un proved that he could already strike with precision all the US bases in the region, giving its forces a decisive head start when the gimchi hits the fan.

And I feel just a bit less worried now that Steve BANNON will get fewer chances to chime in where it matters most:

Of course, all this happens less than a month before the elections in South Korea, where victory seems granted to either the untested AHN Cheol-soo, or the divisive MOON Jae-in. Can the former resist G2 pressure (Trump-Xi)? Can the latter be harder than tofu against KJU?

For the moment, even if all options are on the table here as well, MOON confirms that he can't build trust beyond his own base, and that his easiest path to victory lies in the emergence of small candidates dividing the votes. 

AHN Hee-jung trapped in unwinnable primaries and refocusing on 2022, and conservatives failing to find a champion, Cheol-soo quickly and effortlessly gathered across the aisle the Anyone-But-Moon front, and toughened up enough to show that this time he will go all the way. Recent polls give him the lead in both 5 and 6 candidates scenarii:

For the moment, HONG Jun-pyo, SIM Sang-jung, and YOO Seong-min don't syphon many votes out of the AHN wave. As he focuses on attacking MOON, KIM Chong-in could become more audible, but he doesn't represent the future either.

Interesting to see the latest poll* in detail:
- the traditional age rifts diminish (the younger generation still favor MOON, but less than before, and 'only' until 50)
- the traditional regional rifts seems less relevant (AHN leads in Jeolla-do - where he claimed many seats - and Gwangju as well as in conservative strongholds - Daegu and Gyeongsang-do rally behind him)
- fewer than 20% remain undecided

It will be more about character and issues than ideology. So get ready for April surprises.

A positive April surprise would be the arrest of WOO Byung-woo. Korean justice needs to be purged from its enemies from within, but compromission is so pervasive that many could fall, and one can wonder if judges and prosecutors will have the courage to open Pandora's box. 

Still better than a nuclear explosion. And as the myth goes, hope appears only after all evils have been released from the box. 

But as the percentage of judges who keep heading for the same friendly structures after retirement tells us, the capacity to achieve total success looks like the ultimate myth.

Descendants of the Sun(glasses)


I confess I never watched the "Descendants of the Sun" drama. This 2016 military hero sporting sunglasses reminds me too much of that 1986 Tom 'Top Gun' Cruise, if not that 1966 Park 'Retaliator' Chung-hee. Plus I don't feel comfortable with a Korean national broadcaster glamorizing too much the military when on the other side of the East Sea, Shinzo Abe is trying everything he can, from anime to music groups, to promote JSDF to younger generations... Well you do need sunglasses to face such a Rising Sun revival, but still...

I don't know if KBS aired a marathon of the "Descendants of the Sun" drama on election day to keep young voters home, but in spite of a record audience for the shows, the ruling party lost its majority.

That political drama came as a personal blow for Descendant of the Sunglasses PARK Geun-hye, as well as for at least two candidates to her succession:
- KIM Moo-sung bowed out after the debacle. Anyway, he didn't stand a chance for 2017 (at least he won't even need to be "bankimoonized" - see further down)
- OH Se-hoon failed miserably in his risky Jongno-gu bet* - over and out for politics?

Internal wars are likely to rage within a Saenuri Party that already started imploding when PGH pushed for her own candidates, provoking an outflow of defectors. Which currents will emerge around which leaders? And who will play the role of ROH Moo-hyun's MOON Jae-in for PARK, CHOI Kyoung-hwan?

If you think the time has come for BAN Ki-moon to rise, think again: just days after the elections, some of his best enemies made public his embarrassing reports to CHUN Doo-hwan about KIM Dae-jung in exile in the States...

AHN Cheol-soo dreams of drafting disillusioned Saenuri figures with his brand new 38-MP-strong People's Party. If the Minjoo Party claimed much more seats (122), MOON Jae-in can't claim it as a personal victory. His party recorded its first win as soon as he left its leadership - as if even the old KIM Chong-in, who worked for CHUN Doo-hwan and PGH, looked less a figure of the past, and a better leader for the left than him. Worse: Honam (Jeolla-do) voted massively for AHN's camp. And MOON let other faces get the spotlights, like KIM Boo-kyum, who triumphed in conservative Daegu.


If PARK Won-soon didn't run last week, he doesn't hide his ambitions for 2017. Depending on how AHN manages to build on his momentum, the Seoul mayor could have a tough time playing the independent leader. And MOON won't let him hijack Minjoo that easily. 

The months to come could be fun watching... and feature more bankimoonizations.
